§0Preamble
Cable wakeboarding is global, fast-evolving and diverse. CableWake.org exists to provide a neutral, lightweight, member-driven structure where the worldwide cable wakesports community can connect, share initiatives, and stand together when asking cities, regions and funders to support the sport.
§1Name & Scope
- Name
- CableWake.org (“CableWake”).
- Scope
- Global community for cable wakesports, including cable wakeboarding, wakeskating and related cable disciplines.
- Neutrality
- CableWake is rule-system agnostic. It does not enforce or prescribe any rulebook or federation framework and is not a governing body.
- Legal status
- During the founding phase CableWake is not registered as an independent legal entity. It is powered by Champ House Pte. Ltd. (Singapore) as set out in §16 and §18.
§2Purpose
CableWake exists to:
- Build a large, free, global member base that gives the community a credible voice.
- Give groups, parks and clubs a space to share initiatives and movements, and let members back them openly.
- Demonstrate community backing, for example through backing letters, when initiatives apply to cities, regions, grant bodies or NGOs.
- Run member-led workshops, surveys and discussions on safety, progression, event formats, park development and grassroots growth.
- Provide a transparent mechanism for community proposals and voting.
- Once independent, build a General Fund that supports the sport and community programs globally.
§3Principles
- Community before authority
- Participation matters more than titles.
- Transparency
- Clear processes, public reporting and traceable decisions.
- Inclusivity
- Global, cross-border and welcoming to all backgrounds.
- Neutrality
- Respect for all existing federations, formats and rule systems.
- Lightweight governance
- Simple structures that scale with membership.
- Non-commercial core
- Partner recognition supports growth while keeping the community-first mission.
§4Membership
CableWake offers three membership categories:
| Category | Who it is for | How to join | Voting |
|---|---|---|---|
| Rider Member | Individuals: riders, coaches, parents, volunteers, fans | Online via the official onboarding page | Yes, individual vote |
| Park / Club Member | Cable parks, clubs, schools, training centres | By email, for verification | Yes, organisational vote |
| Supporting Partner | Brands, cities, regions, institutions, NGOs | By email, to align expectations | Advisory (see §9) |
- Free during the founding phase
- All three categories are free of charge. No membership fee is collected while CableWake is hosted by Champ House.
- Future fees
- Membership fees may only be introduced after CableWake is established as an independent NGO (§18), and only by member vote under §9. All fee income goes to the General Fund (§11).
- Term
- Membership is annual and renewed so that published member numbers stay accurate. A member is active once onboarding is complete and, where a fee applies, it is recorded.
§5Rights & Duties
Member rights include:
- Access to open community discussions, surveys and workshops.
- Voting rights in accordance with §9.
- Submitting proposals, topics and initiatives, and backing those of others.
- Optional public recognition as a member, subject to consent and privacy.
Member duties include:
- Respectful participation under §13 (Code of Conduct).
- Accurate representation of their identity or organisation.
- Disclosure of conflicts of interest where relevant (§14).
- Commitment to the community-first mission and neutrality of CableWake.
Membership does not grant control over the sport. It represents participation, support and contribution to its future.
§6Governance Model
- CableWake is directed by its Members through proposals, workshops and votes.
- During the founding phase, coordination is carried out by founding volunteers with the support of Champ House, limited to enabling community processes.
- Once formed, an elected Executive Committee (§7) coordinates operations, supported by optional Committees and Working Groups (§10).
- CableWake may use digital tools for onboarding, voting and communication.
§7Executive Committee (ExCo)
The Executive Committee is a lightweight coordination body that keeps CableWake functional, transparent and member-driven. It does not govern the sport.
- Formation
- The first ExCo is elected once membership is large and diverse enough to fill its seats with balanced representation. The founding volunteers call the first election by public notice under §8.
- Composition
- 3 to 9 members, scaled with membership volume.
- Representation goal
- Balanced representation across regions and stakeholder types where feasible.
- Term
- 12 months, renewable.
- Eligibility
- Active Rider Members and designated representatives of Park / Club Members may stand for election.
Responsibilities:
- Lead the establishment of CableWake as an independent NGO (§18).
- Schedule and facilitate workshops and votes.
- Publish community reports and decision summaries (§12).
- Verify organisational members and issue community backing letters.
- Manage conflicts of interest (§14) and keep a neutral stance toward federations and rule systems.
The ExCo cannot unilaterally change this Constitution, set binding rules for the sport, or claim authority over federations.
§8Meetings & Workshops
- Community workshops
- Open discussions held regularly, online and/or in person, to gather input and shape proposals.
- Member Assembly
- At least one annual assembly (online is acceptable) where activity, finances and progress are reported.
- Notice
- Dates and agendas are announced with reasonable notice. Recommended minimum: 14 days for assemblies and elections, 7 days for workshops.
- Minutes
- A short public summary is published after each official session (§12).
§9Voting
Voting reflects member direction and may be conducted digitally.
- Who can vote
- Active Rider Members: one vote per individual. Active Park / Club Members: one vote per organisation through a designated representative. Supporting Partners: non-binding advisory polls unless a vote states otherwise.
- Quorum: standard decisions
- At least 2% of active Rider Members or 25 Rider Members, whichever is greater.
- Quorum: amendments, fees & independence
- At least 5% of active Rider Members or 75 Rider Members, whichever is greater.
- Decision rules
- Standard decisions pass by simple majority of votes cast. Constitutional amendments, the introduction of membership fees and the independence plan require a 66% supermajority.
- Integrity
- One person, one vote; one entity, one vote. Reasonable measures prevent duplicate voting.
- Transparency
- Results and participation counts are published, protecting personal data.
§10Committees & Working Groups
Committees may be formed by the ExCo or by member proposal to focus on topics such as safety, events, grassroots growth, park development or grant applications.
- Mandate
- Clear scope, deliverables and time horizon.
- Openness
- Open to member participation where feasible.
- Reporting
- Regular updates to members (§12).
§11Finance & the General Fund
- Founding phase
- CableWake collects no membership fees. Any costs are carried by Champ House or by voluntary, transparently reported support.
- General Fund
- After independence, all membership fee income is pooled into one General Fund used for community programs supporting the sport globally, workshops, reporting, platform and administrative costs.
- Allocation
- Members decide program priorities through open processes; the ExCo publishes how funds were used.
- No private benefit
- Funds are never distributed for personal gain, except reasonable reimbursement of legitimate community expenses approved transparently.
- Grants & sponsorship
- Acceptable if aligned with the mission and if they do not compromise neutrality or community-first priorities.
§12Transparency
CableWake commits to publishing:
- An annual report on membership growth, initiatives backed, workshops, votes and outcomes.
- Vote results, participation counts and proposal outcomes.
- From independence onward, a financial summary (income, costs, reserves) at least annually.
- A public list of ExCo members and their declared conflicts of interest.
§13Code of Conduct
Members must:
- Act respectfully and avoid harassment, discrimination or intimidation.
- Engage in good faith and avoid presenting misinformation as fact.
- Respect privacy, especially regarding minors and personal contact details.
- Not use CableWake spaces to attack individuals, parks or organisations.
§14Conflicts of Interest
- Anyone involved in a decision declares relevant financial, organisational or personal conflicts.
- Where a conflict exists, that person abstains from the specific decision.
- ExCo members keep a public, high-level conflict disclosure statement.
§15Disciplinary Actions
If a member violates this Constitution or §13, proportional actions may apply:
- Warning and request to correct behaviour.
- Temporary suspension from community platforms or voting.
- Termination of membership in severe or repeated cases.
Every action is documented internally with a clear reason. Members may request a review by the ExCo (or, before it exists, by the founding volunteers).
§16Relationship to Champ House
CableWake.org is powered by Champ House Pte. Ltd. for legal, technical and payment infrastructure during the founding phase. This keeps operations lightweight while the community grows.
- Operational role
- Champ House provides infrastructure and acts as the operator of this website. It does not define community direction.
- Member direction
- The direction of CableWake is shaped by members through transparent processes and votes.
- Interim arrangement
- The arrangement is temporary. Champ House will cooperate in transferring community assets, the CableWake name and domain, and member records to the independent NGO under §18.
§17Amendments
- Any active member may propose an amendment.
- Proposals are published for community review before voting, for a recommended minimum of 14 days.
- Adoption requires the supermajority set out in §9.
- Adopted amendments are published with version numbers and dates.
§18Independence & Dissolution
CableWake becomes an independent NGO through the following steps:
- Membership grows until the first ExCo can be elected (§7).
- The ExCo prepares an independence plan covering legal form, jurisdiction, governance structure, and treatment of assets, member data and funds.
- Members approve the plan by constitutional vote (§9).
- The ExCo registers the NGO; Champ House transfers community assets and member records, and members are notified (see the Privacy Policy).
- The NGO may then propose membership fees, adopted by member vote, with all income building the General Fund.
- Dissolution
- CableWake may instead dissolve if members decide so by constitutional vote.
- Asset handling
- Any remaining assets are used for community benefit aligned with §11.
